As someone already mentioned, the PZIII was supposed to be the fast ‘breakthrough’ tank in Blitzkrieg and the PZIV was meant to support infantry and knock out enemy strongpoints with its large-caliber but low velocity HE gun.
Lack of foresight, plain and simple. When the PZIII was designed, the Panzerwaffe initially wanted a 50mm gun, but the Ordnance Department informed them that 37mm was the standard anti-tank caliber used by the infantry. A compromise was then reached in which the Mark III started with a 37mm gun but an allowance was made for the turret to accommodate a 50mm gun if the need arises. So the PZIII was limited from the very outset because even the Panzer Commanders did not envision that they would need anything larger than a 50mm gun to take on anybody.
Oh, how wrong they were. So an upgunned PZIV was the ‘stopgap’ until they could field the Panther, even though the Mark IV was produced virtually all the way til the end of the war. And because they kept adding armor and increasing the weight of the PZIV, while the engine remained unchanged, the Ausf H supposedly had a top speed of 10 mph. But I guess I didn’t answer the original question of “Why two tanks?
